once prompt for country, shift + f10 to open a console.
enter:
$ start ms-cxh:localonly
this opens a dialog to setup a local-only user account. once this dialog is complete it boots the system.
i didn't have a chance to answer the other non-account dialogs. unsure what the fate of their responses were. defaults?
